Layer C: Agent Boundary

Layer C is an optional future agent execution boundary.

The Situation Room can support future agent execution, but its value does not depend on agents creating issues, branches, PRs, or code.

Cursor, Antigravity, Codex, and other agents are not source of truth. Git, Markdown, board automation, generated docs, and curated history remain authoritative.

Agents should not push directly to main. Future agent output should use PRs, handoff docs, or explicit user-approved workflows.

Agent issue creation, routing, PR automation, and execution bridges are excluded from BOARD001E. They belong to future tasks after the Situation Room skeleton is stable.

The board must still be useful if no execution agent is connected.
